Rising-Sun Flag!?

At our university, we have not raised the rising-sun flag after the World War. Pressured by the Mayor of Kyoto City, however, the authorities of the university raised the flag on 20 March, 1998 (graduation ceremony) and on 10 April, 1998 (entrance ceremony) without holding a debate by the staff.

Soon, members of teaching staff started a movement against raising the flag. In spite of strong opposition from the teaching staff, on 19 January, 1999, the authorities desided to continue raising the flag on ceremonies.
