2. Shinsai Fukko Kinkyu Seibi Jorei (Urgent Act for Restoration Ordinance)〈article 22)〉 In each of the damaged cities, a Shinsai Fukko Kinkyu Seibi Jorei was enacted in February for giving the keynote to the earthquake disaster rehabilitation. In Kobe city, a Kobe Shinsai Fukko Kinkyu Jorei (in force only for three years) was enacted on the 16th of February, one month after the earthquake, and similar ordinances were enacted in the other cities in the Hanshin-kan area by the end of March to present the frame concept of recovery. In the ordinance of Kobe City, the frame concept is to develop a vibrant urban area having much resistance against disasters and providing housing of good quality during the recovery. Also, the ordinance says that the city, the citizens and a project operating body are to "cooperatively work" in the rehabilitation of the urban area. This ordinance presents the frame of the rehabilitation of the afflicted urban area as well as designates district zoning to achieve this goal. In the ordinance, "disaster restoration promotion districts" are designated for the rehabilitation of the afflicted urban area, and districts where housing is to be a high priority rebuilt and the urban area improved is designated as "priority restoration districts". As the disaster restoration promotion districts, areas of approximately 5,900 ha. In total in the built-up area between Higashinada-ku and Suma-ku were zoned. Within the disaster restoration promotion districts, areas with intensive damage from the earthquake and fire were zoned as the priority restoration districts. In particular, 24 districts (1,225 ha.) requiring urgent and comprehensive reconstruction of the urban functions and housing and provision of the urban infrastructure facilities were zoned as the priority restoration districts with objectives of the improvement shown. These 24 districts are either districts covered by city planning projects, or those of an urban residential area comprehensive improvement project, or those of a densely built-up area improvement project, or districts where community action such as machizukuri (community development) had been taken before the earthquake. Some of them had been determined to be developed and improved as a secondary center or the like before the earthquake. Also in Ashiya, Nishinomiya, Takarazuka and Itami, the Shinsai Fukko Kinkyu Seibi Jorei was enacted, and the above-described districts could be zoned in these cities. But the ordinances of these cities mainly aim for showing the keynote to the rehabilitation of the entire afflicted urban area rather than zoning respective districts for the rehabilitation as done by of Kobe City.
