22)The city planning for the areas under building restriction by the Section 84 K-5 On March 17, plans were released for the areas under building restriction by the Section 84 of the Building Standards Law by the city planning councils of each municipal governments and the Hyogo prefectural government. Districts were designated as the Rehabilitation Promotion District under the Special Act for Disaster Area. The designated districts are as follows. + Kobe city: Moriminami(16.7ha), surrounding area of Rokkomichi station (25.6ha), Matsumoto(8.9ha), Misuge(10.1ha), surrounding area of Shinnagata station(89.2ha) + Ashiya city: Seibu(21.2ha), Chuo(13.4ha) + Nishinomiya city:Morigu(10.5ha), area surrounding Hankyu Nishinomiya-kitaguchi station(34.6ha) + Takarazuka city: Nigawa station square(1.6ha), Mefu Shrine station square(0.9ha), Takarazuka station square(0.9ha) + Hokudan cho: Toshima(20.5ha) Total: 13 districts(254.8ha) The process followed by government agencies brought much criticism. Many said "They carried out things too fast." or "They haven't provided enough explanation about the plan for the local residents who are, in many cases, victims of the earthquake disaster." The prefectural council responded by declaring, "From now on, the government should have more opportunities to exchange opinions with local residents." Machizukuri, or community planning for these districts began after the districts were designated. Kobe city asked our network of planners for cooperation and support. We think that the city should have given more consideration to the concerns of the communities earlier in the process. This is especially true because Kobe city has had considerable experience in handling issues relating to machizukuri organization. The administration needs to regain peoples' trust, so that they can a more cooperative relationship with the local residents for better machizukuri.
