@In the Kobe and Hanshin area, there are several different types of residential areas, such as mixed-use areas with row housing and small business, and high quality housing with trees in the garden that provide the greenery on the street. Each area has own character and generates unique townscape.
@Half a year after the earthquake, most of the debris was cleared and vacant land appeared all over the damaged area. The familiar townscape was gone.
@In the process of clearing the debris, greenery and trees in gardens were taken away together with the debris. This could not be helped on the small lots, because it was impossible to clear the debris leaving the greenery in the site.
@While trees and greenery were getting to disappearing from the environment, research right after the earthquake showed that surrounding trees often prevented damage and stopped the spread of fire. We began to realize the importance of greenery or safety of the living. After a while, the movements to support providing greenery for the individuals, who are rebuilding their houses, were on the discussion.
@The Hyogo Prefecture Museum of People and Nature played a big role by publishing a brochure promoting planting hedges in order to increase safety. The Hanshin Green Net voluntarily provides and plants hedges. Along with the Dongri Net, which was based on the idea similar to the Donguri Bank in Kagawa, many other green network activities were set up. In October 1996, those networks got together and they discussed including green ideas in the Machizukuri process. They discussed citizen involvement in park planning, encouraging a green approach in individual rebuilding, and support for restoring the green scenery.
@Regulation and guidance of townscape and landscape is often associated with esthetic control area under the Townscape By-law in Kobe, such as city center or historical area of Old Settlement District or Kitano. The ordinary living townscape, however, generates the local identity.
@In the damaged areas, we lost familiar townscape. As houses were reconstructed, new scenery is being developed. Most of the reconstructed houses are prefabricated units. Many of them are box-like buildings with lacquered panels on the wall and "yosemune" roofs. Reconstructed buildings rarely use the traditional forms and materials: wooden houses with roof tiles that used to be popular in the area. As the prefabricated units are anonymous-looking; the local character is disappearing.
@The renewed townscape in the damaged area will be organized respecting to the pre-earthquake style and with redeveloping the relationship with their neighbors. The future living townscape will appear as the result of regenerating new living culture.
