19. Ratio of Reconstruction In the examination of the reconstruction conditions in specific districts, there are tow types of criterion to indicate the ratio of reconstruction conditions in the districts. 1)Rebuilding ratio: this number indicates how many lots to be reconstructed among those that were once cleared to be vacant lots. 2)recovery ratio: this number indicates the ratio of existing buildings at the time in the districts to the total building lots The rebuilding ratio make it clear that the number of the lots to be rebuilt after the earthquake, but it is rather hard to grasp the whole condition of the area because it only count the rebuilding on the cleared lots without concern of the damage level. Moreover in the course of recovery, some lots are put together or divided to be built and there are some construction in the lots which have been vacant since before the earthquake. The number of the housing units is not equal to the number of the rebuilt lots. The recovery ratio shows the total building condition in the area. However, when the damage level is low, the reconstruction condition is not clear even if the reconstruction is delayed. It is hard to grasp the number of the vacant lots form this ratio but the recovery ratio is significant to compare the conditions of districts. Right after the earthquake, the damaged condition was examined in the whole stricken area by more than 1000 of the volunteers such as students in the architecture and design departments. It is impossible to do the same survey to examine the reconstruction condition continuously in the whole stricken area. As the damage of this earthquake disaster was so widespread, we had to depend on the data, such as the number of houses which they started construction work in order to grasp the whole picture of reconstruction. However, as the reconstruction state differs by areas, quantified data do not illustrate all the issues related to recovery in each area. It is necessary to grasp the reality of reconstruction by choosing some specific areas and examining their reconstruction in detail.
