@The "clinical record of reconstruction" is a survey of reconstruction, which proceeded differently in different areas. Each area had its own necessary countermeasures and plans. We attempted to understand the concrete conditions of the stricken areas at each step of reconstruction by examining the actual conditions of the districts.
@After the earthquake disaster, continuous survey of the actual conditions and reconstruction progress had been carried on in some districts by the university groups. A loose network of these groups was set up and interchange meetings have been held to exchange opinions and information. The survey committee to document the reconstruction which was set up by Hyogo Prefecture recognized the importance of the "clinical record of reconstruction" decided to make the annual record of this task as the part of the document of the reconstruction. The first edition of the records was published in March of 1997.
@As the damage of this earthquake disaster was so widespread, we had to depend on the data, such as the number of confirmation to build and the number of houses which they started construction work, in order to grasp the whole picture of reconstruction. However, as the reconstruction state differs by areas, quantified data do not illustrate all the issues related to machizukuri in each area. We thought we could best grasp the reality of reconstruction by choosing some specific areas and examining their reconstruction in detail.
@In the annual report of "The clinical record of reconstruction", we set up seven districts (Nagata / Suma, around Sannomiya, Nada, Higashinada, Ashiya, Nishinomiya, and Awaji) and three temporary housing districts to examine. According to the comments of Professor Narumi, who is one of the member of survey committee of Hyogo, the goals of the clinical record of reconstruction are; 1) to examine and analyze the reconstruction conditions in detail and grasp them, 2) to identify critical issues and problems, 3) to discover new tasks of reconstruction and discuss the necessary countermeasures judging from the problems. These clinical records of districts will be also precious records of reconstruction.
@In this project, we have been examining the damage by site, and reconstruction conditions (vacant, temporary construction, reconstruction) based on the housing maps and topographic maps. As the characteristics differ with districts, it is entrusted to a person in charge of each district to set up an annual examination theme assuming that he will look over the theme again every year.
@The purpose of the clinical record of reconstruction is to understand the conditions of reconstruction of the entire stricken area by understanding the realities at the district level, which is different from the statistical data, and to improve our understanding of the whole stricken area as much as possible.
@In the first report of 97, some future issues for machizukuri can be indicated, such as vacant lot scattered in the blocks, areas where reconstruction is delayed, lack of low-rent housing due to the extinction of tenement houses, a big change of the appearance of the parts of the city brought on by the construction of prefabricated houses.
