Most of the area impacted by The Great HanshinAwaji Earthquake had physical, social, and economic problems, called innercity problems, before the earthquake. Physical problems include: infrastructure, including roads, is insufficient; narrow, small and overcrowded residential area, with aged housing stock and intermixed residences and industrial areas; and the property rights of land owners, building owners, tenants are complicated and mixed with one another. Lots are very small, and often lack road frontage. Social and economic issues include many aged people among the inhabitants of the inner area, who have little hope for new development such as house rebuilding, and they have difficulty arranging financing. One solution of the physical problems is joint housing projects, which can more open space on the building site and more living space in individual units by gathering several sites and establishing apartment house on the combined site, resolving the road frontage problem.
8. Joint Housing Project: Inner Area Problem as its background
Trial joint housing projects had been carried out before the earthquake. Individual projects involve difficult issues. Arriving at a solution satisfactory to all of the participants takes time. Therefore, although there is a great need for joint housing project, but it does not necessarily follow that there are many finished projects. There are many cases in the afflicted area where reconstruction will be impossible without executing joint housing projects, so solutions to these issues will be needed.
