9. Road Improvement Type Group Reconstruction System (Road development type) This system was established to support residents, who have difficulties in reconstructing their houses because of lack of roads in their area, to plan and implement measures. To get support, neighbors have to cooperate to reconstruct both their houses and roads. There are concrete conditions. 1) A group which must include a victim of the Great Hanshin/Awaji Earthquake, who needs to reconstruct his/her house, and must plan to make "cooperative rules" about place, form and design of house, planting of site, form of fence and railings etc. 2) A group which aims to develop their area and new private roads etc, or aims to develop an area of over about 500 square meters and private roads of less than 4 meters wide. 3) A group which consists of more than three landowners whose land faces a planning road more than one of whom have to reconstruct his/her house. 4) A group which has more than three sites, and which more than one of them have to be used for reconstructing a house. If a group falls in these conditions, it can receive the cost of making a plan, an interest subsidy for housing reconstruction and the subsidy for developing a private road.
