In about 4,000 h.a. of the built-up area, combined buildings, inflammability, earthquake-proof structure and prevention of disaster are promoted in a long range view. Designation of the preferential districts for rehabilitation. In 6 areas where damages of building destruction and fire were most serious and urgent resuscitation of urban functions is required, the Section 84 of the Standard Building Law was applied for the period until March 17 on their rehabilitation projects. Enactment of the Emergency Act of Earthquake Rehabilitation from the Earthquake Disaster was proposed to the municipal assembly on February 15. Establishment of the Emergency 3-year plan for housing reconstruction included 80,000 new housing units within five years. Details of the Emergency Act of Earthquake Rehabilitation from the Earthquake Disaster were reported by Yomiuri Shinbun. In 4,780 h.a. between Higashinada-ku and Suma-ku, details of new building have to be reported by 30 days before applying building permission for the purpose of development of disaster-proof urban area and supply of high quality residences. Designation of the new preferential districts for rehabilitation: In addition to the above 6 areas, following 7 districts were nominated as the preferential districts for rehabilitation where the mayor could instruct building method along the guideline of regional plan through his advice and requests on disaster prevention: - 1) Nishi-Suma district - Urban Street project , 2) Omichi district ? Comprehensive Improvement Project in Urban Residential Area, 3) Mano district - Housing Environment project, 4) Hyogo Station South district - Comprehensive Improvement Project in Urban Residential Area, 5) Kobe Station district - Comprehensive Improvement Project in Urban Residential Area, 6) East Down Town district - Land Readjustment project, 7)Rokko district - Housing Improvement project
