As we have reported it in the first issue of "Kinmokusei", construction had been restricted in certain areas for two months, by the Section 84 of the Building Standards Law. Recently the local governments released the machizukuri plans which will be applied for these areas.

On February 23, Kobe city released a reconstruction plan for its six districts in "Machizukuri news; reconstruction from the disaster" (the third issue). According to its plan, the government will use both land readjustment and urban redevelopment techniques in the east and west subcenter districts, the areas surrounding Shinnagata station, to the west and Rokkomichi station to the east. These areas will include new parks that can serve as post-disaster refuges, new or improved roads, and new, disaster resistant highrise buildings. For the other four districts, the government designated land readjustment projects.
Nishinomiya city also released the redevelopment plan for the area surounding Hankyu Nishinomiya-kitaguchi station on February 25.
Some local residents objected to the designation of the land readjustment project in Moriminami district of Kobe city. We think, the administration, the local residents and the consultants should cooperate to address the issues and conflicts, and to carry out the plans.
