Table-2 Main Earthquake disaster rehabilitation urban redevelopment projects
@Urban redevelopment project aims to following matters: 1) to establish the proper land use, 2) to ensure the open space and the public facilities with accommodations of the buildings, then 3) to improve the living environment, to improve of the urban functions, and to supply the qualified residences. @After the earthquake, two areas, JR Rokkomichi south district and JR Shin-nagata station south district were decided as the project areas for the urban redevelopment project. According to Mr. Ando of Kobe City, there were 3 reasons for decision of the areas: 1)both areas were defined as both eastern and western sub-center owing to the master plan of Kobe City, 2) the floor-area ratio was higher than other areas, thus the advanced usage of the land was expected, 3) the lots were relatively small and the complexity of right, 4) as the sub-center was also expected to function as the disaster prevention bases, owing to this, city adopted the urban redevelopment project as the project method which made possible to complete not only the public facilities but building at same time. As for the apply of the redevelopment project, the deregulation for the project area had introduced. @Both areas were designated as the urban redevelopment project area in March 17th, 1995. When the designation had announced, there were lot of argument, especially to the procedure of the designation.
