How to Develop Fluency in Speech at the Same Pace as Accuracy in Usage


It is standard practice to use "fluency" and "accuracy" - as well as other contrastive terms - to refer to transmission of meaning and grammar respectively. This dichotomy is inevitable due to the epistemology of a words-only or a words-and-pictures format which cannot demonstrate socially appropriate usage (since only a specially designed picture-word format can do so), and consequently this aspect of communication has been ignored by language teachers.


Furthermore, there is a general perception that teaching students to speak a language and communicate meaning is difficult enough without also having to teach them how to use language in socially appropriate contexts. It is also felt that if usage is to be taught at all, it can only be taught at a higher level of language proficiency, that is after students have acquired conversational fluency.
